As the ruler of the last remaining city on Earth, players must manage both its citizens and its infrastructure to ensure the survival of the city's population.

Gameplay involves making difficult decisions that balance hope and despair among citizens, while managing resources, food production, technological research, exploration, refugee intake, and more. The city is centered around a large heat-generating generator, and players must gather resources like coal, wood, steel, and food to keep the generator running while expanding outward from it into the frozen wastes.
